The army MOLLE vest has a modular PALS system for attaching pockets and pouches. This is also known as "webbing." The basic vest has PALS strips sewn to the outside, instead of fixed pockets. Compatible pouches can be fixed to the PALS as needed. This allows flexible customization of the vest for different purposes, making a PALS vest suitable for many civilian uses.
